How to Prepare for ChatGPT Ads Before They Launch in Your Market

ChatGPT Ads is open in 9 countries and expanding one market at a time. None of the nine is in the Middle East or North Africa, so every brand in Egypt, Saudi Arabia, the UAE and the wider region is waiting. The useful move is preparation rather than patience.

We put four things in front of clients now, and three of them also improve how ChatGPT describes you organically.

One of the four is irreversible if you get it wrong, so start there.

What does account setup actually involve?

Five steps, and the order matters because campaigns will not deliver until every one is complete.

OpenAI documents the flow as: create your account at ads.openai.com, complete onboarding and verification, complete account information, set up billing and payment, then invite team members.

Two details inside that flow cause most of the avoidable delay.

Country, billing currency and time zone are permanent. OpenAI states plainly that these cannot be changed after an advertiser account is created, so getting them wrong means creating a new account from scratch.

Decide now which legal entity will advertise and be billed. That decision is locked on day one, and it bites hardest for regional groups holding entities in several Gulf markets at once.

Account name and logo gate delivery. After verification, you complete account information in Settings, and OpenAI is explicit that ads will not serve until the account name and logo are set exactly as they should appear in the ad unit. It is a small field that stops campaigns.

Verification runs through Persona, and OpenAI notes that applications are reviewed in a rolling queue with high volume, so it may take time. It also says duplicate applications do not bypass review and can create confusion. One account, one owner, then invite the team.

Will your category even be approved?

We check this before anything else, because it can end the exercise.

During the early phase, OpenAI limits ads to household and consumer goods, local services, travel and entertainment, and digital products and education. Financial services, healthcare and medicine, and legal services may be approved for some advertisers on a manual, case-by-case basis.

Now the part that decides eligibility for most businesses outside the United States. Ads for financial services outside the US are generally prohibited. So are ads for health services outside the US. And ads for legal advice, representation or legal services are not permitted anywhere, including immigration, personal injury and document preparation.

Disallowed categories at launch also include adult content and dating, alcohol and tobacco, gambling, counterfeit goods, recreational drugs, political content, and individual job or housing listings.

Wellness products making unsubstantiated health claims are excluded too. General fitness and nutrition products without medical claims can still qualify.

Placement adds a second filter. Even an approved ad will not appear near sensitive user contexts.

OpenAI defines those as emotionally reliant conversations, mental and personal health discussions, and sensitive user journeys, alongside a long list of brand-unsafe topics.

These rules move quickly. The Ad Policies changelog shows v1.0 in March 2026, v1.1 in April, v1.2 in May, v1.3 in July and v1.4 in August.

What kind of landing page does ChatGPT Ads need?

One that continues the conversation your user was already having, and one that OpenAI’s crawler can actually read.

Start with the technical requirement, because it is binary.

OpenAI crawls advertiser landing pages with OAI-AdsBot to validate policy compliance and to judge relevance. Pages it cannot access are not eligible to run.

It recommends allowing OAI-SearchBot as well. We check all three layers below on every account we take on.

Three layers commonly block it, and your engineering team should check each:

  • robots.txt. OAI-AdsBot must be explicitly allowed on the relevant paths. If robots.txt disallows it, crawling stops immediately.
  • WAF, CDN and bot mitigation. Cloudflare, Akamai and similar services often return 403 to legitimate crawlers. OAI-AdsBot is officially verified and allowlisted by Cloudflare, but your own rules can still block it. Stable IP ranges are published at openai.com/adsbot.json and openai.com/searchbot.json.
  • Human verification. CAPTCHAs, JavaScript challenges and session validation will block an automated crawler even after it passes the first two layers.

OpenAI also advises using a directly reachable web page. App-store links, deep links, documents and destinations requiring login or region-specific access may not provide enough crawlable content for review.

Then the content itself. Ad matching does not run on exact-match keywords.

You supply context hints at ad-group level describing the conversations, topics or keywords where your product is relevant. OpenAI states these are guidance rather than exact matches, and they do not guarantee delivery in specific conversations. Selection weighs the conversation’s context and intent against your landing page, title and copy.

So your page has to answer the question the user was mid-way through asking, in the same terms.

Message match, one clear offer, and fast on mobile. In our tests a generic homepage underperforms a page written for the constrained question.

TAKEAWAY

OAI-AdsBot access is not optional. A landing page it cannot crawl is not eligible to run, which makes robots.txt and WAF configuration a launch dependency rather than a technical detail.

What should measurement look like before you spend anything?

Built and tested, so that your first campaign produces trustworthy numbers.

Ads Manager Beta reporting currently covers impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions.

You can buy on CPM through the Reach objective or CPC through the Clicks objective, setting maximum bids at ad-group level. OpenAI recommends starting CPC campaigns between $3 and $5 per click. Selection runs through a relevance-weighted second-price auction.

Two things to set up on your side.

UTM parameters. Static tracking parameters persist through ad clicks and flow into your existing analytics, so agree your naming convention now and apply it consistently. Retrofitting UTMs across live campaigns is how we have seen attribution get lost.

Conversion measurement. Ads Manager supports conversion setup, and integrations with measurement partners and mobile measurement partners are documented.

Build and validate your conversion path against current traffic before ads exist. Debugging tracking and campaigns at the same time doubles the difficulty.

We do this against organic AI traffic in the meantime. The plumbing is identical, and it starts producing useful data immediately rather than on launch day.

Why should paid not be your only plan?

Because two gates stand between you and a live campaign, and you control neither one.

Your country has to open in Ads Manager, and no dates have been published for any additional market, least of all in the Arab world. We covered the current nine-country list in ChatGPT ads and where they are actually available.

Then your category has to be eligible. For finance, health and legal outside the US, current policy is restrictive or prohibitive regardless of geography.

Meanwhile the answer above the ad has no gates at all. It reaches every user on every plan, including the Plus, Pro, Business, Enterprise and Edu subscribers who never see ads, in every country including yours, today.

Objections we hear

“Can we not just sign up now and be first in the queue?”

Not from an unsupported country.

Ads Manager access follows the country list, and the official route outside it is the Advertisers Interest Form, which registers interest rather than granting access. What you can do now is the entity decision, the crawler fix, the landing pages and the measurement stack.

“How long does account verification take?”

OpenAI does not publish a timeline.

It says applications are reviewed in a rolling queue with high volume, that duplicates do not speed anything up, and that it cannot expedite account or ad review. Plan for it to be slower than a card entry on a self-serve ad platform.

“We have several brands. One account or many?”

Many. Each advertiser requires its own account, and each new account must be created with a different email address. One person can then be invited into multiple accounts and switch between them.

“Our category is restricted. Is there any point preparing?”

Prepare the organic side and skip the paid setup for now.

Legal services are not permitted at all, and finance and health outside the US are generally prohibited, so country access alone will not make you eligible. The crawler fix, your prompt-shaped pages and the measurement stack all still pay off.

The more useful question

The question is not how to be ready for ChatGPT ads. It is which parts of that readiness produce value before the ads arrive.

Three of the four do.

Crawler access, prompt-shaped landing pages and a working measurement stack all improve how AI engines understand and describe you starting today. Only the account setup itself sits idle until your market opens, and even that is mostly one careful decision about which entity advertises.

So if you are in a supported country with an eligible category, run the five setup steps and fix your crawler access first, because it gates everything downstream.

If you are not, build the same foundation for organic AI visibility and let the ad account wait. You will launch faster than the businesses that spent the wait waiting.
